Assistant Commissioner, BQE Central
The New York City Department of Transportation's (NYC DOT) mission is to provide for the safe, equitable, and sustainable movement of people and goods and create public spaces that strengthen our communities. To support the agencys mission, DOT seeks to hire an Assistant Commissioner to address the aging infrastructure of the Brooklyn Queens Expressway (BQE) between Atlantic Avenue and Sands Street, reporting directly to the Deputy Commissioner of Bridges/Chief Bridge Officer. This section of the BQE, part of the interstate highway system, is a critical corridor for freight within the City and the Borough and carries 130,000 vehicles daily. NYC DOT seeks to hire an experienced structural engineer that has overseen major projects, valued over $500M. The Assistant Commissioner will collaborate closely with other NYC DOT leadership and Bridges Division leadership. The selected candidate will also engage and coordinate various external partners, including FHWA, NYSDOT and other local, state and federal stakeholders as appropriate. The selected candidate will oversee a team of 8 people, managing design and construction planning, environmental review processes and other regulatory requirements. The Assistant Commissioner will coordinate Design-Build or Design-Bid-Build procurements and construction for each project. The Assistant Commissioner will lead consultant teams contracted to support the Agencys work, and be responsible for delivering on project milestones, communicating challenges and opportunities to leadership and mitigating delays. The candidate will support efforts related to projects along the BQE corridor north and south of the project limits to further the goals of the Agency. Duties and Responsibilities: Establish and lead project work in coordination with the Deputy Commissioner of Bridges, other NYC DOT leadership, and relevant consultant teams. Manage and direct engineering, profession and technical staff in the review and analysis of bridge construction projects, inclusive of all phases of the project. Oversee the environmental processes, including but not limited to CEQR, SEQRA, ULURP, Parkland Alienation. Provide technical oversight ensuring bridge designs meet all regulatory standards (AASHTO, NYSDOT, etc.) and project specifications providing expertise in structural design and construction. Oversee consultant and construction management, responsible for the resolution of conflicts with consultants/contractors, oversee negotiations to resolve scheduling conflicts and delays, coordinate with ACCO and EAB as required. Participate in stakeholder coordination and engagement (including public meetings, office hours, guide messaging in newsletters and public notices), working with other units in the Agency and Division. Represent the Division when dealing with other City, State and Federal agencies, utilities, contractors, consultants and the general public. Responsible for budgeting and finance related matters as they relate to monitoring the capital budget, procurement process and grant applications. Oversee safety and compliance of the structures, consistent with the National Bridge Inspection Standards (NBIS). Institute program controls for cost and schedule. Other duties include conducting and participating in all requisite project management meetings; oversight of project performance; ensuring consultants complete short- and long-term tasks in line with the values of large-scale project management to stay on-schedule and maintain comprehensive project documentation. Perform additional significant administrative and engineering functions for the Division of Bridges. The selected candidate will work directly with senior NYC DOT leadership, leadership in the Division (MIO, DB unit, Finance, etc.) and program staff, and City Hall to create strategy, manage project deliverables, and maintain critical deadlines. The selected candidate will lead meetings with supporting units in the Agency, external partners and maintain productive interagency collaboration at the City, State, and Federal level to provide updates, receive feedback on applicable documents and regulatory processes, and ensure that the necessary parties are included in all aspects of this project.
Requirements
A valid New York State License as a Professional Engineer is required. 15 years full-time satisfactory experience in civil engineering, at least ten (10) years of which must have been in an executive or administrative capacity.
